This is done by a small two-high rolling mill the rolls of which have circular passes of two sizes. The first pass reduces the tube to within 1/32 of an inch of the finished diameter and the second pass reduces it to finished diameter plus a small amount which the diameter will contract in cooling, as the tube is now at a dull red heat.
