The federal par collection system has been introduced against the continued opposition of the country banks, particularly of the South. The growing use of the system during 1919 and 1920 would seem to augur that it is soon to become universal. Most of the country is now par territory. To get the banks into the collection system the federal reserve banks have used various methods of publicity and persuasion and, in some cases, more drastic means of compulsion.
