Every owner of a tenement house is required to file in the Tenement House Department the street number and address of the house, the name and address of the owner, the number of apartments in the house, the number of rooms in each apartment, the number of families occupying the apartments. In case of a transfer of any tenement house, it becomes the duty of the grantor or grantee to file in the Tenement House Department a notice of the transfer, stating the name and address of the new owner within thirty days after the transfer. The penalty for failure to comply with this section is $50. It is further provided that every owner may, for his own convenience, file in the Tenement House Department a notice containing the name and address of an agent of the house, for the purpose of receiving service of process.
