No person shall conduct a second-hand store without being specially licensed for that purpose.
No person so licensed shall be permitted to solicit business for such second-hand store upon the streets. Penalty: fine of $50 to $200.
No keeper of a second-hand store or a junk shop shall purchase any wares whatsoever from any minors without the written consent of the parents or guardians under a penalty of from $5 to $50 for each offense.
