A lottery is a scheme for the distribution of prizes; a game in which a price is paid for a prize;176 a game of hazard in which small sums of money are ventured for the chance of obtaining a larger value in money or other articles.177

This offense embraces all schemes for the distribution of prizes by chance, such as policy playing, gift exhibitions, prize contests, raffles at fairs and other forms of gaming.178

A lottery is a sort of gaming contract by which, for a valuable consideration, one may by favor of the lot obtain a prize of value, superior to the amount of value of that which he risks.179

Under a statute prohibiting lottery enterprises it is not essential for the prosecution to show that the lottery drawings were to take place in the state where the business is established.180
