In some jurisdictions a stranger who is a proper person and willing to accept may, where a husband, widow, next of kin or creditor is unwilling to serve, be appointed. There are, however, in many jurisdictions statutes providing for a public administrator whose duty it is to apply for and receive letters of administration in all cases when necessary in which no steps have been taken to cause letters of administration to issue.29 Joint administration is seldom granted, but it may be done by consent of the parties interested.
