Where public officials are acting illegally or without authority and in breach of trust, and are causing irreparable injury or a multiplicity of actions at law, they may be enjoined by a court of equity.25 Equity will not interfere, in general, with the discretionary powers of public officials, nor will an injunction be granted where the injury is slight or doubtful.26
