The great problem in government is how to enlist the expert skill of a few in the interest of all; how to guard against the selfishness of the ruling classes; how to direct the directors. In general, the remedy is to have no irresponsible rulers, no autocrats, no irremovable officers; to regard each member of the ruling class as a functionary - the most capable person available to do a particular piece of work for the common good, and to make him answerable to public opinion for the proper use of the powers committed to him.
