Par. 1. - All enclosed stairways shall have, on both sides, strong hand-rails, firmly secured to the wall, about three inches distant therefrom and about three feet high above the stairs.

Par. 2. - All stairways eight feet and over in width shall be provided with a central rail of metal or hard wood, not less than two inches in diameter, placed at a height of about three feet above the centre of the treads, supported on wrought metal or brass standards of sufficient strength, securely bolted to the treads or risers of the stairs; and at the head of each flight of stairs, and on each side of the landing, the post or standard shall be at least six feet in height, and the rail shall be secured to the post.

Section 103. Measurements for Width of Stairs

Par. 1. - The width of all stairs shall be measured in the clear between the hand-rails.

Par. 2. - No winding or circular stairs shall be permitted.
