Sec. 15. When vowels occur between stems and their initial hooks, they are indicated as follows: Dot vowels are represented by small circles, written in the position of the vowel, before the stem to indicate a long vowel, and after the stem to indicate a short vowel; and dash vowels and diphthongs are struck through or across the end of the hooked stem, in their proper positions. {Lines 8-10.)
